The Ministry of Health of the Province of Buenos Aires developed a program of diagnosis and treatment for infertile couples based on the recommendations of a multidisciplinary Think-Tank Committee.
On January 7 2011, the Congress of the Province of Buenos Aires signed the law 14208, which assures free ART (Assisted Reproductive Technology ) to all the citizens of the Provincewithout discrimination of socioeconomic status.
The Ministry of Health organized a Program that contains five public Hospitals as Centers of Excellence and a number of Satellite Institutions that receive consultations from the population at large.
During the first year of activities 10,853 consultations were received as a result of the program. Average age of the female partners was 36.1 years, while 49% were 36 years and older.
A full study protocol for diagnosis of infertility was established, and once completed a specific form of ART was offered in the five Centers of Excellence.
A total of 296 different Assisted Reproductive Techniqueswhere conducted during the first year, of which 113 resulted in clinical pregnancies (38%). Several live births already occurred in the program. The success rates obtained in public institutions are similar to those reported in most ART private centers in the world.
The possibility to offer free ART to all infertile couples in the Province of Buenos Airessponsored by the Government and directed by the Ministry of Health, irrespective of the socioeconomic status of its citizens is the first in Argentina and fulfills one of the main pillars of Bioethics, the principle of Justice. Accordingly, the full access availability of such services to all couples in the Province of Buenos Aires is an example of equal distribution of public resources for the treatment of one of the most important human rights, such as the desire of procreation.
